As SPA president, Choe is technically head of state, although real power in North Korea is wielded by Kim and his immediate family.

"President Trump and President Moon discussed our two countries' mutual goals of achieving the final, fully verified denuclearization of the Democratic People's Republic of Korea and establishing a permanent peace on the Korean Peninsula, as well as the way forward with the DPRK following the Hà Nội Summit", the White House said in a statement, using North Korea's official name.

Moon has been acting as a go-between to resolve the nuclear standoff.

North Korean leader Kim Jong Un has retained his most important leadership post as his rubber-stamp parliament made a slew of personnel changes that bolstered his diplomatic lineup amid stalemated nuclear talks with the United States.

The assembly had first elected him chairman of the commission in 2016.

South Korea has been desperately trying to save the process, as after the failed Hanoi Summit it desperately needs a shot in the arm, and both U.S. and North Korean officials are increasingly pessimistic in public statements.

At a similar plenary session past year, Kim formally announced a "new strategic line" that focused on economic progress and improving North Koreans' lives, rather than the previous two-pronged approach of economic and nuclear weapons development. Kim asked Trump to lift sanctions imposed on North Korea in exchange for its offer to dismantle the Yongbyon nuclear facility, but Trump refused Kim's demand and, in turn, asked him for complete denuclearization if he wanted all the sanctions removed.

Earlier Moon sat down with U.S. Vice President Mike Pence, Secretary of State Mike Pompeo and National Security Adviser John Bolton and said it is necessary "to maintain the momentum of dialogue and achieve results through a top-down approach so the global community can look forward to a third U.S. I've never said it would be", Trump said.

In December, Choe was one of three North Korean officials sanctioned by the U.S. Treasury Department for "serious human rights abuses and censorship".

North Korea might begin turning away from South Korean President Moon Jae-in after he failed to secure sanctions relief from U.S. President Donald Trump during his visit to the White House, experts said Thursday.
