House Speaker Nancy Pelosi added it was "deeply alarming that the Trump Administration official who put children in cages is reportedly resigning because she is not extreme enough for the White House's liking".

McAleenan is a holdover from the Obama administration. She was long expected to be fired as Mr. Trump's dissatisfaction grew over an increase of migrants illegally entering the United States at the southwestern border.

But privately, she had grown increasingly frustrated by what she saw as a lack of support from other departments and increased meddling by Trump aides, the people said. CNN's Jake Tapper notes that rumors are these are only two of several changes in direction that will be coming down, focusing the President's agenda on a more definitive immigration and border policy.

President Trump announced the departure of his homeland security secretary last night after months of arguments about how to fortify the southern border.

"I have determined that it is the right time for me to step aside".

But by October of that year she was back at DHS, this time as secretary. "Our system and facilities were never structured to withstand the current influx of immigrants", she said. She did not realize how dire it was when she left the USA last weekend, but quickly did, as she abruptly returned.

Nielsen continued: "Our country - and the men and women of DHS - deserve to have all the tools and resources they need to execute the mission entrusted to them".

She said that she did "imagine that is the case".

A senior Trump administration official said the president's national security adviser, John Bolton, after a blowup with Nielsen late past year, also recommended to Trump that she should go.

Democrats immediately reacted to the news.

Representative Bennie Thompson, the Democratic chairman of the House of Representatives Homeland Security Committee, said Nielsen's tenure at DHS "was a disaster from the start".

She became a central figure in the backlash to the Trump administration's family separation policy last summer. "Although Commissioner McAleenan will have his work cut out for him, I am confident the department is in capable hands".

Trump is shaking up the whole agency, saying on April 5 that he intends to replace Ron Vitiello, his nomination to lead Immigration and Customs Enforcement (ICE), because the agency is "going in a little different direction".

Nielsen has not been the only casualty of the administration's new strategy.

Trump was so frustrated about the increase that he announced he would cut off USA aid to Guatemala, Honduras and El Salvador.
