On the day of President Trump's State of the Union address to Congress in February, O'Rourke sat down for an interview with Oprah Winfrey, and said he was thinking about running for president.

"We're going to make a stand to ensure that we live up to our promise, to our potential, to our goal as a country". O'Rourke, who critics say has offered little details about where he stands on myriad issues, will face a test on whether he can match up with policy heavyweights like Senator Elizabeth Warren of MA.

His Senate bid generated a torrent of media attention and excited voters in a party desperate for fresh political faces.

O'Rourke called for unity as made one of his first campaign stops in Iowa, saying that any Democrat in the race would be better suited for the nation's top office than Trump.

Building a national presidential operation, however, is a different matter.

The Iowa trip will be the first test of whether O'Rourke can convert the enthusiasm he built in Texas to the national stage. In a odd response, Trump said, "I think he's got a lot of hand movement".

This "woke whiteness" factor - the idea that progressive white men in particular might be able to say and do things that minority candidates couldn't get away with - certainly seems to be an implicit part of O'Rourke's appeal.

"I'm really proud of what El Paso did and what El Paso represents", he wrote.

"Well, I think he's got a lot of hand movement".

O'Rourke went through a list of Democratic priorities, including health care, climate change, family separation and criminal justice reform, gesturing or chopping with his hands to emphasize each point. "I've never seen so much hand movement", Trump said.
