Once Again, China Blocks Terror Listing for Masood Azhar listing in UN

While it is the fourth time in ten years that China has stalled such proceedings, India in response to China's actions late on Wednesday night said that it was "disappointed" by the outcome but would continue to pursue all available avenues.

Jaish-e-Mohammed claimed the responsibility for the February 14 suicide attack on Central Reserve Police Force in south Kashmir's Pulwama which claimed the lives of 40 personnel.

On Wednesday, China was the only Security Council member to oppose the proposal spearheaded with renewed vigour by France with British and United States backing at the al-Qaeda sanctions committee to declare him a global terrorist and impose sanctions on him.

"We are grateful for the efforts of the Member States who moved the designation proposal and the unprecedented number of all other Security Council members as well as non-members who joined as co-sponsors", said MEA statement.

Pakistan-based Muslim cleric Masood Azhar founded the group after he was released by India in 1999, one of three men set free in exchange for the crew and passengers of an Indian Airlines plane hijacked and flown to Taliban-ruled Afghanistan. There were high level visits to India including by the Chinese defence and foreign ministers as part of the efforts to mend ties. Three UNSC permanent members, the USA, the United Kingdom and France have once again proposed to designate JeM chief as a global terrorist.

India was perturbed about whether China would let the process conclude or place a "technical hold" on it-as it has done several times in the past.

She had said at the trilateral meeting with Russian and Chinese foreign ministers that Pakistan's inaction on JeM had triggered the airstrikes.

As China again blocked a United Nations resolution to designate JeM chief a global terrorist, Congress president Rahul Gandhi Thursday hit out at Prime Minister Narendra Modi, saying he was weak and scared of Chinese President Xi Jinping. Also, India's growing proximity to the U.S., sheltering Dalai Lama, and Pakistan's role in China's One Belt One Road strategy are said to be the reasons for China's protecting Pakistan's interests. In effect, China is also seen as buying protection for its own investments in Pakistan even at the risk of global shaming.

A day before the resolution, China reminded the United Nations that "a responsible solution" can come only through discussions.

The UNSC had moved the resolution just days after the Pulwama terrorist attack in which India blamed the JeM chief of masterminding the attack.
