The issue of when, if and how the United Kingdom leaves the European Union remained up in the air after MPs on Tuesday rejected the withdrawal agreement sewed by Prime Minister Theresa May over almost three years after the 2016 referendum.

Also not voting on the amended motion were ministers Robert Buckland, Alistair Burt, Tobias Ellwood, Stephen Hammond, Richard Harrington, Margot James and Anne Milton, as well as Government whip Mike Freer.

Four pro-EU Cabinet ministers - David Gauke, Amber Rudd, Greg Clark and David Mundell - all defied the premier's orders and abstained instead of voting against a rebel motion created to rule out a no-deal Brexit more firmly than her own proposal.

Work and pensions secretary Sarah Newton quit after defying the whips to vote for the cross-party proposal.

Mrs May and her ministers repeatedly warned before Tuesday's vote that defeat could lead to opponents of Brexit taking control of the process and pushing for a second referendum. They are likely to agree to an extension as long as there was a prospect of a deal being reached - or a referendum or general election which could change the political landscape at Westminster.
