"People were asleep when the fire broke out and may have panicked on seeing too much of suffocating smoke coming inside their rooms, " Garg said.

Delhi home minister Satyendra Jain told reporters that rules were flouted to construct extra floors, with a terrace being used as an open-air restaurant.

Thirteen people were brought dead to Dr. Ram Manihar Lohia Hospital, while four others were taken to two other hospitals.

Authorities were still investigating what sparked the blaze, Deputy Police Commissioner Mandeep Singh Randhawa said.

Most of the victims - including many from a wedding party - were said to be sleeping when the fire broke out.

Prime Minister Narendra Modi also expressed grief on the incident and offered condolences to the family of those killed. Most of the deaths took place due to suffocation, the police said.

According to the fire officer, the hotel had fire-fighting equipment, but it is not known whether it was functional or not.

Three Myanmar citizens staying at the hotel were missing, the NDTV news network reported.

Building regulations and fire safety measures are routinely flouted by builders and incidents of fires are reported nearly every week from across the country.

Activists say builders and landlords often amend building plans to add space and ignore safety norms to save costs.

In December, six people were killed when a fire engulfed a hospital in Mumbai, the capital of western Maharashtra state.
